Many Florida school districts had planned to start the 2020-21 school year on Aug. 10 but have since pushed their first day of school back later in the month. Corcoran, who issued the order, was asked to rescind the five-day-a-week part of his order July 15 by a member of the State Board of Education, and he refused, saying parents should be able to have their children back in school, if they wanted. "They absolutely should have that option, and it will not come out of the emergency order, " Corcoran said, speaking at the State Board of Education meeting in Hillsborough County.

"The Governor has said over and over again that it is schools re-opening is a local decision, " said Taryn Fenske in an email. The order was meant to help districts get funding for new "innovative" options and allowed them to "decide when to open schools based on local health metrics, " she wrote. The order says, "Upon reopening in August, all school boards.... must open brick and mortar schools at least five days per week for all students, subject to advice and orders of the Florida Department of Health, local departments of health, Executive Order 20-149 and subsequent executive orders. Absent these directives, the day-to-day decision to open or close a school must always rest locally with the board.
